# Sydney precision runway monitoring and break-outs

> Sydney precision runway monitoring and break-outs.

**Precision runway monitor (PRM)** operations support independent approaches to Sydney’s closely spaced parallel runways. These instructions apply when ATIS announces **“PRM operations in progress.”**

## Participation and initial setup

Pilots must meet the applicable CASA training requirements or have approval for PRM operations from the national aviation authority of the aircraft’s state of registration.

If unable to participate, **notify ATC before reaching 120 DME from SY**. If departing from inside 120 DME, notify ATC on **first contact**.

All participating aircraft are expected to fly a **GLS or ILS approach** to their respective runway. **Circling is not available** during PRM operations.

## Low-side approach start altitudes

Expect to reach the initial approach altitude below the normal descent profile:

| Runway | Expected initial setup |
| - | - |
| 16R | Reach **3,000 ft at least 6 NM before URDEN** |
| 34R | Reach **2,000 ft before ENDEV** |

The source recommends flying the approach with the **autopilot engaged**, and maintaining **TCAS in resolution-advisory (RA) mode**. A later break-out instruction changes the autopilot recommendation: break-outs must be hand flown.

## Two VHF receivers

Each approach has a tower frequency and a PRM frequency. Controllers transmit simultaneously on both.

* **Transmit on tower frequency only.**
* **Listen to both tower and PRM.**
* Before transfer to tower, set the PRM receiver volume to the same level so instructions remain audible if one frequency is blocked.

The runway-specific ILS pages give these frequencies, in MHz:

| Runway | Tower: transmit and listen | PRM: listen |

## Deviation toward the no-transgression zone

The **no-transgression zone (NTZ)** separates the parallel final approach courses. If an aircraft deviates toward it, ATC uses:

> “(Callsign) You are deviating from the final approach course. Turn left (or right) immediately and return to your cleared approach.”

Acknowledge as soon as practicable. Compare the tracking indications, use the indicator most consistent with ATC’s advice, and **immediately adjust tracking to regain final**.

## Break-out instruction

If an aircraft has entered or will enter the NTZ and avoiding action is required, ATC issues a break-out to the **non-deviating aircraft on the adjacent approach**:

> “Break-out alert, (callsign), turn left (or right) immediately heading (three digits), climb (or descend) to (altitude).”

A break-out is time-critical and **must be hand flown**. Follow the instructed heading and altitude; do not substitute the normal published missed approach for this avoiding instruction. Read back the instruction as soon as practicable.

An exceptional break-out may involve descent. The assigned altitude will not be below the applicable **minimum vectoring altitude (MVA)**.
