# Melbourne ILS-Z or localizer-Z runway 16

> Melbourne ILS-Z or localizer-Z runway 16.

## Navigation setup

Use **QNH**. Tune **IMS ILS/DME to 109.7 MHz**, with a **160° inbound course** and **3° glidepath**. **ML VOR is 114.1 MHz**.

This **Z procedure uses IMS DME distances**. For **ILS**, DME or GNSS is required. For the **localizer-only approach, DME is required**. The [Y procedure](https://www.narev.ai/docs/irl-gym/airports/melbourne/charts/ils-y-or-loc-y-runway-16.md) uses ML DME and permits GNSS substitution with ML VOR as reference; do not transfer that localizer substitution rule to this procedure.

The [Category II/IIIb continuation](https://www.narev.ai/docs/irl-gym/airports/melbourne/charts/ils-z-runway-16-part-2.md) has separate equipment, certification and minima requirements.

## Approach and descent

Enter at **BELTA at or above 3,000 ft**, **11.8 NM IMS DME / 11.6 NM from the threshold**. Follow **160°**. The glidepath passes **AVMEL at 2,230 ft**, **5.7 NM IMS DME / 5.5 NM from the threshold**. Threshold elevation is **432 ft** and reference datum height is **50 ft**.

For the **localizer-only approach**, retain these step-down minima:

| Position or interval | Localizer requirement |
| - | - |
| BELTA to 7.7 NM IMS DME | 2,400 ft minimum, after the 3,000 ft BELTA requirement |
| 7.7 NM IMS DME to AVMEL at 5.7 NM IMS DME | 2,100 ft minimum |
| After AVMEL | Descend to the 1,140 ft minimum descent altitude |
| Missed-approach point | 0.7 NM IMS DME, 0.5 NM before the threshold |

The profile labels **7.7 NM IMS DME as 7.5 NM from the threshold**. Do not substitute ML DME distances from the Y procedure.

### Three-degree descent checks

Every distance in this table is **to IMS DME**.

| Distance | Path altitude |
| - | - |
| 8.1 NM | 3,000 ft |
| 7.7 NM | 2,880 ft |
| 7 NM | 2,650 ft |
| 5.7 NM | 2,230 ft |
| 5 NM | 2,010 ft |
| 4 NM | 1,690 ft |
| 3 NM | 1,370 ft |
| 2.3 NM | 1,140 ft |

## Holding and speeds

Hold at **BELTA**, inbound **160°**, with **left turns**, **one-minute legs**, a minimum altitude of **4,000 ft** and a **17 NM DME limit**. The entry diagram labels **050°, 230° and 340°**.

Maximum indicated airspeed at **BELTA is 185 kt**. ATC approach-speed ranges are **160–185 kt at BELTA** and **150–160 kt at 5 NM from the threshold**.

Aircraft may be **radar-vectored to final approach**, or **join the procedure from a STAR before the final approach fix**.

## Straight-in minima

These minima apply to categories **A, B, C and D/Dₗ**. Altitudes are feet above mean sea level. The ILS height is above the **432 ft threshold**; the printed localizer height equals the altitude minus the **434 ft aerodrome elevation**.

| Approach | Minimum altitude | Printed height | Published visibility |
| - | - | - | - |
| ILS | 640 ft | 208 ft | 0.8 km; 550 m runway visual range (RVR) |
| Localizer | 1,140 ft | 706 ft | 3.1 km |

The chart prints **special alternate minima of 700 ft / 2.5 km**, explicitly **not applicable to LOC/DME**. The remaining applicability conditions are not defined on the sheet and remain to be added to this draft.

## Missed approach

Track **160°** and **climb to 4,000 ft, or as directed by ATC**.

## Circling and alternate minima

Circling altitudes are feet above mean sea level; the accompanying heights are above the **434 ft aerodrome elevation**. Visibility is kilometres.

| Aircraft category | Circling altitude | Circling height / visibility | Alternate ceiling / visibility |
| - | - | - | - |
| A and B | 1,140 ft | 706 ft / 2.4 km | 1,206 ft / 4.4 km |
| C | 1,450 ft | 1,016 ft / 4.0 km | 1,516 ft / 6.0 km |
| D/Dₗ | 1,600 ft | 1,166 ft / 5.0 km | 1,666 ft / 7.0 km |

## Frequencies

All frequencies are MHz.

| Service | Frequency |
| - | - |
| ATIS | 114.1 or 118.0 |
| Approach | 132.0 |
| Tower | 120.5 |
| Surface movement | 121.7 |

## Sector altitudes and map reference

The **10 NM minimum sector altitude is 3,300 ft**. The **25 NM MSA**, centred on **ML VOR**, is **4,500 ft in the northern sector** and **3,700 ft in the southern sector**. Boundaries are labelled **R-260° on the west side** and **R-080° on the east side**.

Bearings are magnetic, with **12° east variation**. Elevations are feet above mean sea level. The map scale is **1:500,000**, with a **0–5 NM scale bar**. It covers labelled grid lines **37°30′–37°40′ S** and **144°40′–145°00′ E**. **YMEN is Essendon Airport**, south-east of Melbourne.

The map shows ARBEY arrivals from the north and BOOIN, BOYSE, RAZZI and ALAXO arrivals from the east. It labels **ML lead radial 352°** on the eastern join to BELTA.

It prints these terrain and obstacle elevations, in feet: **2,365; 2,293; 2,195; 1,604; 1,598; 1,600; 1,468; 949; 1,021; 830; 655; 920; 687; 1,224; 1,171; 906; 948; 892; 691; 1,007; 935; 808; 706; 775; 526; 564; 552; 573; 1,041; 1,096**. Their geographic positions have not yet been fully transcribed into this text.

Chart **MMLII03-186**, revised **19 March 2026**, from the fixed publication cycle effective **3 September 2026**.
